It also depends on your needs :-)
Besides that I don't think one can be the best.. Usually each network has their own specialty. This can be a good geo, user friendly interface, support, etc. You should specify your needs a bit more in detail to receive a valid response.

I would recommend to start with exoclick, but it might be very competitive, but easy to start with. As well reporo is good traffic source, you will find good quality traffic there. Good luck!
