If each of those billionaires owning the companies brought back production to the countries they sold in, that would reduce unemployment, crime, welfare, etc.

Tax laws need changing so companies can't do business in one and pay taxes elsewhere.

If a companies decides to move production to a third world country to enjoy better costs. Tariffs should be set to out weigh any advantage.

Only S Corp pay profits directly to owners with no taxes, and they're limited by size. C corp is taxed on profits and owners are taxed on income.
