you don't get cheap cpanel (licence)

anyway i see one recommendation for a DA vps. at "intovps.com" where DA is for free. ( i use this service for over a year and no problem)

Cpanel license fee is quite high so you'll never see it that cheap.

If you're looking for a very low price, DirectAdmin will have to be your choice. CPanel is +$15 to the cost of your VPS, and that's limited to 5 sites, higher if you need more.
DirectAdmin is only $5, irrelevant of number of sites (Though I think 100 is the max you can run with DA).
MojoHost's cheapest VPS plan is $10/month, that's $15 with a DirectAdmin license. I think that's pretty cheap, but I don't know what price range you're looking at. Reach out to me please and let's see if we can make you an offer you'll be happy about.

Why not get a cheap ovm server and setup vps for your clients ?

You can create one and then just clone it.
