Looks like: https://www.adobe.com/cz/products/dreamweaver.html
is still running and last time i tested it , it can generate CSS code. But these days editors are kind obsolete since everything by either wordpress or some other CMS template system.

Well my wordpress theme editor has stuck in continuous refresh loop, and all I did was add a couple of links to the menu
