That has been going on since the 70's - check out retro porn. Legally the industry has dealt with it by saying "step" in front of titles along with some clarification. That being said incest porn is not the central reason why society is breaking apart.

Sure, there's plenty of worse stuff out there but the incest porn is much more widespread. These days, it almost feels like all the standard B/G content out there is incest porn. Say "Oh stepbrother, I'm stuck" to any guy under 40 and they'll immediately know what you're referring to.
