Bush Admin Wants "Abstinence Only" HIV Education

Sex education group faces new review

Supporters say audit is punishment

The Washington Post
WASHINGTON--The Bush administration will conduct the third review within one year of the comprehensive sex education organization Advocates for Youth, prompting the group and a congressman to charge that it is being punished because of its opposition to abstinence-only AIDS prevention programs.

The latest review, to be conducted today by the Centers for Disease Control and Prevention, will look into charges of "possible misuse of grant funds for lobbying efforts," the agency said.

The CDC said the review was in response to complaints from Rep. Joseph Pitts, R-Pa., an advocate for abstinence-only programs. Pitts and 23 other congressmen have questioned whether Advocates for Youth and other sex education organizations are improperly using federal funds to lobby in Congress.

According to Advocates for Youth spokesman Bill Barker, the group has received grants from the CDC for 15 years without any requests for reviews or audits, yet now has received three requests in the past year, two from the CDC and one from the General Accounting Office.

"Advocates is concerned that it appears that the selective and political use of these audits is to intimidate organizations such as ours that support comprehensive sex education," Barker said. "They want to impose a kind of censorship."

37% of sexually active kids under 18 in my state have an STD. The schools here teach safe sex over abstinence. Doesn't really seem to be working.

And the sex ed isn't a joke. I went through it only a few years ago, it is a requirement to graduate, you have you pass sophomore year or no diploma. I say the system needs to be fixed, teaching safe sex isn't working for shit.

It seems perfectly reasonable that a middle-aged schoolteacher making $23,000 dollars a year is going to be able to instruct teenagers how to ignore their hormones.

Do you know statistically that males over 18+ are usualy responsible for this?


In california heres some stats:

Men over 25 account for twice as many teen births as boys under 18 years old.

The Average Age difference between the teen victim and the adult defendant in cases filed by the District

In California almost 70% of teen births are fathered by adult men.

On an average California day 76 teenage girls, 17 & younger, will give birth.'

In 1993 1,572 births in California were to mothers 14 years or younger.

The rate of sexually transmitted disease among teenage girls is twice that of teenage boys.

This all translates into a tremendous drain in our welfare and medical resources statewide.

AFDC and Medi-Cal costs for 1 teen pregnancy, birth and 1st year support is $10,000.

Total costs for teen births to those 17 and younger in 1993 for California were $140 million.'

You're looking at this on such a minor scale man. It isn't just school, it's everything. You can't draw the line at the amount of sex these kids are exposed to because it's fucking with their rights. It's all bullshit. I'm not saying the schools should teach kids to wait till marriage, I am not so naive to think that is possible, I assure you. I am just saying, something needs to be done better. I don't think it's so preposterous to say that 12-14 year olds shouldn't be fucking.

Condoms not being availible in school washrooms etc. is a large problem. If you're scared to use a condom when you are told to, you should at least be able to obtain condoms.. Hell, kids are likely somewhat 'scared' to even have sex (the unknown)..

You can tell them abstinence is one way, to save yourself, though also telling them everything about sexuality is needed too, as well as safe-sex; adults still need to know that and if the school system doesn't teach them.. who will....... but anyways. Back to jerking off...

Then go talk to your cable provider about reducing the amount of sexual imagery on television.

In the olden days people were married at 13-14 years of age and had children a bit later. I know we have grown as a society, but stop it's partially society's fault - you can't just tell them no, they are doing it at younger and younger ages because there's more and more sexuality seen in society.

Another large problem is 'kids' are too scared to talk to their parents about it and most parents in the reverse.

If you take a look at some of the more advanced societies/social systems in Europe they begin to teach sexuality at a very young age and throughout school. Their birth rates and STD levels among young people is very low compared to average and 'kids'/teens are involved in sexual activity much more than in America.

They know there's nothing wrong with sexual activity, and they also know they don't have to do it if they don't want.

Dude, if trying to teach these silly kids to have safe sex is not working, do you really think for one second that teaching them not to have sex is going to work?????
I mean they're teenagers for fuck sakes, they are going to have sex. They just need to realise that STD's are a fact, and that anyone can get one. Sure getting Gonorrhea is not a big deal, but if you get that, you can most deffinately get HIV as well, that is what the kids have to learn!

I agree with this fully. You won't stop all kids from having sex, but what is wrong with presenting abstinence as a choice? I think it is a good thing.

I'm saying I was in their position a few years ago, nobody said word one about abstinence, because you weren't allowed to teach it. Of course some teenagers are going to have sex, but if you can convince some it is better to wait till they can actually make a mature decision, what's so wrong with taht? Again it comes down to not teaching either thing exclusively.

In Europe they teach us that the only 100% safe thing to not get any STD's or get pregnant is not to have sex, they do let us know that. But of course every one rather focuses on Condoms and stuff like that
