Don't worry about refresh rate, doesn't matter with TFT
For gaming you need a response time of <20ms, but if you don't play games, it doesn't really matter with modern panels.
Get something about 400:1 contrast.

I would look for brightness of at least 200-250 cd, contrast ratio of 300:1 and higher, digital as well as analog inputs for scalabilty, and of course screen size and design. Also look at warranty and be sure to check Ebay and Pricescan.

get a dell 2000FP

it's 20", it looks great and it performs very nicely

been using mine now for around 6 months without any problems
