Adobe Premiere is the best video editing program and can save video files in tons of different formats, but it's way overpriced. If all you need to do is just convert an .avi to a .wmv, I'd try Windows Movie Maker as suggested.

Windows media encoder is really easy. Also Pinnacle 11 is like $99 at Best Buy. Sony Vegas is great too but more of a learning curve. Premiere has a huge learning curve.
