Interpretation of the new MC change
The rule ccbill posted says Merchants apparently cant pass the card numbers around anymore. And I think that at the same time (im just reading into this)they are tightening up with issuing new merchant accounts, where you have to prove your business need if you want more than one and then you can just have one per site, lets say.
So the results of this is that you cant transfer cards with other businesses, whether for your profit, or to run on your account to complement ratios. Therefore, merchants should be held to the ratios on the cards they run for their own sites and businesses. And its difficult under those standards to keep a chargeback ratio of under 1%, so consequentially prechecks will go away because its hard to maintain a <1% cb rate when a high % of your transactions are prechecked. Wanted to make sure my logic was right here, am i missing anything?
