Most blackhat sites are sites with hundreds to several thousands of pages mostly build with scrapped content mixed up to make it look like unique text content...

It's very easy to build them in very large numbers if you got the right tools. You can make a lot of money if you got the right sponsors.

It's called black hat because the first guy that was selling the GooglePriorityIDs at the SEO-Atlanta conference in 2002 was wearing a black hat... They named the whole seo strategy of using GooglePriorityID after him...
