And once again, from Godaddy ;). In this case I wouldn't blame godaddy, I would blame dumb owner.

If you have really valuable domains or domains with huge traffic, I'd suggest you to use MAXlock with "human contact" from moniker during transfer to achieve maximum security. It is not GoDaddy's fault. If you want to blame anyone blame the domain owner who let his gmail email acct get compromised and also for not protecting his domain properly. You can have domains set to not be transferred at GoDaddy without human contact too.

The main problem in such cases is that people use same password for e-mail and same to discussion boards. So any discussion board admin see e-mail/password combinations and simple script can test all e-mails if combination MATCH same as at forum.
