I dont think visa made this new rules because merchants were opening clients up to fraud or privacy concerns by sharing visa #'s across merchants. This was done because people get cross-sales with completely different descriptors/ company names making it hard to tie where the cross-sale came from to the consumer. If visa lets the same practise continue by getting around it joining the same biller as your cross-sale but using different descriptors , the problem to the consumer will still exist

Big companies just split the network they have up and keep it all under the same company.

Outside of that, they all used epoch/ccbill, etc either way and 3rd party processors keep an eye on xsales.. if you hit limits, they shut them off or give you crap about who you can xsale, which is why most moved in the first place. Basically xsales are rather safe on 3rd party processors.

Aggressive xsales are dead... xsales aren't ever going away though.

actually I read on another board from someone who is a gateway that's not so. That even if two are on the same 3rd party party processor they are two different companies.

Other Visa rules cover the Company, to them it's all about sharing credit card/billing information with other merchants, which 3rd party processors don't do.

if it was/is already illegal to share the information between merchants why would visa come out with the new compliance regulations.

To me it seems simple many sites were going wild with 2 and 3 cross-sales with completely different descriptors making the consumer confused as to where the charges originated from. Solution keep cross-sales inhouse making the consumer aware of where the purchase came from. Allowing 3rd party processors to circumvent this won't solve anything so while it may be working now i don't see this as very long term
