Is there rules and regulations regarding a fee or license to do adult film work etc. all around the US?

Those are Dancer permits, required in many communities to work at a strip club

Those permits can require no felonies or alcohol or drug related convictions and can require drug tests.

There is a growing movement in Los Angeles to require them for adult film performers, complete with required STD and drug testing.

If the industry doesnt get hold of the high STD rate out there its a good possibility to happen.

I think you mean...the local govt. will find a way to get money out of people no matter what.

Local govt. is already imposing "licenses" and "fees" for girls to do webcam shows out of their homes!!!

The govt. doesn't give two shits about adult performers and std's. They see a new way to make a dollar, they WILL go for it.

Do most / all states now require licensing for doing webcam etc?
