Carrying out a major investigation? We now know he planned to exonerate her months before he even started the" investigation." It was a complete fraud. They even had witnesses testifying in the same room with each other. The entire "investigation" was nothing but a show for public consumption..

Manafort was working out of Trump tower. Mueller was investigating Manafort and then he was replaced by Comey and the investigation stopped until he became Trump's campaign manager which is where the new convenient wiretap and reinvigorated "investigation" comes in. They could have taken him down any time during those 2 years but didn't. The reason being is because he was working on the Obama Admin's behalf in Ukraine. Podesta Group likely handed him the job and is why they got the million dollar kickback and why they are/were scrambling to file disclosures.
