What does it mean if you can visit someones face book page but the option to message them is not there? Does it mean they blocked messaging from you or everyone...

They turned off messaging from non-friends. I'm actually friends with a couple people but I can't send a facebook message. Try email

It means for everyone not just for you. It’s another privacy setting like some people choose only friends of friends can add as friend.
