Is is possible to buy gender-specific (ie women only) traffic and if so, where?

One possible source may be sites that have a large female following, eg erotic stories for females.

mainstream or adult?
if mainstream, it's quite easy to target by gender with many major traffic sources.
if adult, i believe less.

one possibility for adult would be to buy female traffic from mainstream and "bridge" the traffic to adult - it's going to be expensive this way though, and they can always take you down if you don't do it cleverly enough.
