As for whether .CO is a good investment depends, but factor in the following into your decision:

.CO is a country-code TLD (ccTLD) - is governed by the rules and laws of the country of Colombia. Unlike gTLDs (.com, .net, .org, .info, etc) which are governed by ICANN.

The nation to whom the ccTLD is delegated to (Colombia in regards to .CO) can pretty much do whatever they want - could take the domain back, charge differing rates (.TV does that), refuse renewal, etc ... and you have little to no recourse - ICANN will be of little to no help in such matters.
