Because he's a "brother". It was a "brotherly" overtake they did back in the days, and in pure communist purity, he's only one among equals. So it's a way for him to try to say he is from the people, bythe people and for the people. While the rest of us know very well, this is not true, hee still tries to keep up the appearance.
