For many reasons.

First has to be budget. You simply can't buy good guns with a sows ear budget. No matter how good a shooter is, if he's working on a shoe string. He's not got a lot of time, money or ammo to produce a great kill.

Second has to be victims. For a number of reasons. They have seen shootings on the Internet and think what they saw is what is right. Often it's not. It's faked badly and shot on an iPhone camera.

Also their attitude. Victims are far harder to hit these days. Prior to the Internet and the deluge of school shootings if a victim screamed or failed to go down on the first shot, she was soon out of firing range. Unless very very slow. Today there are too many places she can hide and call for help.

And many have picked up bad habits from shooters who don't know better or accept them.

If the victim got away, there was no, "Shooting someone else so the day isn't a complete loss." It was "Go home.". Because stalking her/him and the wasting ammo wasn't worth it. Best to leave quickly before witnesses or cops add to the disaster throwing murder charges and causing you costly legal fees.

Even with automatics we would just give up and call it a day. Assuming we couldn't put a couple shots into a solo victim.

The ease of murder for hire. This has a lot to do with it. If you dont make a good first shot, not good enough, it didn't get the job done and then the victim may shoot you back. You get paid for results. What is accepted today would never get accepted by the mafia.

Similar goes for the gang bangers. They had more than enough work submitted to them. So if it wasn't good it wasn't accepted.

It's easier to shoot today and harder to produce a clean kill and get away with it.
