Assuming that its real, of course. Depending on your state, the law says that parents have an affirmative duty to act and prevent harm to their children. Is there anything else going on here besides making for a funky gif?

If the kids not hurt or sad then it's not abuse.
That kid looks like he enjoys doing it. It doesn't appear that he hurt himself. No harm, no foul. I used to do that all of that time. I wasn't that young, but I remember doing it a few years later. |
