I say make them citizens for a fee. The fee can be amortized over some number of years after they graduate.

Why does any citizen pay for college anyway?

Answer : because the elite want to use the college system only for themselves so they
can remain elite. The way to keep others out is to charge these high tuition fees
that only the elite can pay.
