Mainstream billing solutions?

I work mainly on recurring payments, but looking for a solution where a billing company will store customer credit card information and I can create a system on my end to bill their card. In order to store credit card numbers, there is a TON of security protocol and steps go to through, and I can't afford to being that process yet.

I heard paypal has a solution like this, but here is what I need:

Customer comes to my website, signs up for the product and enters their billing info. Their card is then charged and their service beings. In my back end management system, I want to then be able to setup recurring billing (i.e. every 30 days, 60, etc) as well, have the ability to charge them if they add on other products or change their level of service.

Anyone know of a good provider?

CCbill has a mainstream arm, not sure if you know about it or are offering digital products or tangible continuity but here is the site so you can take a look:

I think they only provide services for hard goods and one time purchases

With payment tokenization it is not very expensive.
