I finally got this from them after a few years of complaints,

Any person or business that requests PayPal to assist in asserting its copyright, patent, trademark, or any other work protected under federal law, must first complete PayPal?s Infringement Report Form. The form is attached to this email or can be accessed at the following URL:
https://cms.paypal.com/uk/cgi-bin/?c...locale.x=en_GB.

The completed form with your signature can be submitted via email to [email protected] or by fax to: +44 (0) 8707301878.

Please keep in mind that once the submitted information is confirmed, the reported party?s PayPal account may be placed in a limited status and may be unable to send or receive payments through the PayPal system. Therefore, we ask that you to consider this decision carefully before moving forward. Also, please note that generally only a copyright, patent or trademark holder, or those deriving rights through the holder, can rightfully claim a copyright infringement.

This is the first time they have provided a procedure to put an infringing site into suspension.

This isn't anything new. Sometimes they give this response, sometimes they say they are "investigating". Not much comes of it on a larger scale, though, it helps to move things along at times for the fileshares that completely ignore DMCA.

I was selling ebooks for $10 to $100 through paypal. Not any serious money and only a few bad apples using stolen accounts to log in. I even provided PayPal with the IP of the users that were on my site and their email addy, but they didn't care. Randomly last month I get an email saying my account is limited.

Limited?!?! WTF?!?! They want me to send in a copy of my drivers license, social security card and a pay stub (huh?) or tax records with my social security number on it.

Sounds like a plan, why not just steal my own identity and send it over to them to save someone the hassle. Fuck that!

You dont even need that much info to open up a bank account here in the US. Not sure what they are trying to pull, but fuck if I'm going to give them that much info

They always seem fast as fuck to lock an account up and steal the money, so wouldn't they be all over this?

Keep checking their site to see if they are still accepting PayPal. I'm sure if PayPal does put a hold on the account they may try to switch out to something else.

It is the first time that I hear about PP steals money,
as far as my knowledge goes, the money can be held on hold for max 180 days.

The file lockers make millions for them. Good luck them shutting down those accounts and scaring the others.

IMO the only way to get a response from these guys would be to send a registered letter from an attorney. With a legal threat in it.
