Targetting specific countries for SE traffic..
 

What is the most important way to target SE traffic from a specific country? Make the site on a TLD from that country? Host the site on a server/ip located in that country? The language on the page? What is the determining factor that places you high on SERPs in say Mexico and not US?

for a English search term or for a different Language term? If for a different Language It's pretty obvious what has most weight.

For English terms but in different Countries I have no idea what helps the most.
