According to the document:

Canada

Canada remains on the Priority Watch List in 2012, subject to review if Canada enacts long-awaited copyright legislation. The Government of Canada has given priority to that legislation. The United States welcomes that prioritization and looks forward to studying the legislation once it is finalized, and will consider, among other things, whether it fully implements the WIPO Internet Treaties, and whether it fully addresses the challenges of piracy over the Internet. The United States also continues to urge Canada to strengthen its border enforcement efforts, including by providing customs officials with ex officio authority to take action against the importation, exportation, and transshipment of pirated or counterfeit goods. The United States remains concerned about the availability of rights of appeal in Canada’s administrative process for reviewing the regulatory approval of pharmaceutical products, as well as limitations in Canada’s trademark regime. The United States looks forward to continuing its close cooperation with Canada on IPR issues, and will continue to work with the Government of Canada to resolve these and other matters.

Argentina and Chile. People down there really think internet was made for downloading full movies, programs and music for free.

In Argentina, they even teach kids at school how to use Ares and such programs to download stuff.

I still can't convince my brother to at least make ONE legal site of anything, lol. He thinks i'm delusional...

Canada had a bad reputation for piracy long before the Internet. You go into a Canadian business' offices and you're very likely to find cracked software running the business. Same goes for DVD's and video games.

Canada's copyright laws are a joke, I honestly thought about saying 'wtf' and doing a file sharing site because the law in Canada is so weak. BUT as I continued investigating the subject I found out that if sued in a US court and damages are awarded against you it is becoming much easier for Americans to get Canadian courts to enforce an American judgement.

That would explain why none of ex-yu countries is not on list. While piracy is here frequent amongst common people, piracy on government property and corporations is controlled a lot and almost zero piracy there.

Thailand doesn't give a shit. They have 7 story malls full of pirated EVERYTHING. Here and there the police do a media raid and shut it down for the night, but the next day it's business as usual.

Everything is fake in Thailand, even the women. Or men. Whatever.

Sad, but people must survive somehow.
Imagine if they shut those malls down. Thousands of people will die of hunger...

Interesting read. Piracy on the Internet exists. Of course, Canada is important in this, because Canada is a very technological country. You won't find these kinds of problems in a country that has low technology and few computers. Anyway, users download software, hack and cracks, DVDs, video games, etc. Yes, copyright laws are there. Canada is similar to USA. There are so many sharing sites allowing to download things. Download full music videos and live video taped concerts. They can download something for free that others want you to pay for.
