What is the best PPC program?

I have few small sites, that generates around 800-1000 clicks a day with Plugrush widgets on them.
But, their rates are pretty low so i'm looking for other programs like this.
Can you recommend some?

I used juicyads, I don't have such a good experience with them as well..
Can you tell me their paying rates?
(About half of my clicks are coming from the US)
