Never heard of Jon(athon) Rodgers, but it appears he is a content producer who was active in the No on B campaign, and is now involved in a newly formed group called APC4C (Adult Performers Coalition for Choice):

We stand in support of the industry?s successful testing system, as well as industry-appropriate regulation. We comply with industry self-regulation standards.

Mandatory barrier protection laws, like Measure B and proposed bill AB 332, do not represent the best interests of the adult industry or the individuals that work in the industry. In fact, such regulations are likely to do harm by dismantling the current successful industry standards & practices. Eventually, condom legislation will force adult producers out of California, or ?underground? to areas where regulation will be difficult, if not impossible.
