Social Security is a paid into program by the people that should be receiving Social Security when they reach the proper age. "Welfare" is a general term often used to describe an assortment of assistance programs with a modifiable budget that comes from tax dollars.

"Welfare" does not come from the Federal level. State and local foot this bill.
