From what I've gathered, the statements from the Ukraine side say that it was a pissed off (understandably) conversation between two politicians (who don't actually hold office anymore) but that some of the more inflammatory stuff was doctored. Don't even need FSB for that, just some random pro-Russian person with even freeware audio editing software. It's easy, just cut & paste out of context clips from other recordings & do a little background blending, with a collection of someone's audio recordings it'd take less than an hour.

The truth of it will never be known and is actually pointless at this stage - pro-Russian folks will say it's real, pro-Ukraine folks will say it's been altered, neither will be swayed from their stances. That's the thing about propaganda, it never has to be authenticated or often even credible - when it's released into the world it serves its purpose regardless.
