Those actually look like Emergency exits just without the ladders on the side.

If you look the windows that go to the balcony look to open much like a door and then the side of the balcony looks like it might open as well giving access to a ladder that can be attached or leaned up against it.

Maybe they open up and you jump from one to the lower one in case of a fire etc. I just read a story where people dies in an apartment building because they did not know that the balcony has an opening on the floor and they could have jumped to the lower one. Instead they jumped out of the 9th floor..
