Your question does not have enough information to answer it. It depends on what api and what you are trying to accomplish with that api.

Hi

It is a REST API with listings of hookers and I want to create a page that lists these hookers and also have some kind of sort facility where arrange the list according to their requirements.

It sounds simple, so either I might be able to do it or how much do you think this might cost for someone to do for me?

Then probably php/mysql and familiarity with json/xml. The cost of something like this really depends on the rest of the requirements - fetching data from api itself is probably not that much work but the presentation of the data is what's gonna take longest.

If you want to do it properly you need to know OOP, SQL, Database Design such as normalisation, indexing etc, A backend technology such as PHP, ASP.NET or Java Servlets, MVC, REST principles, HTML5, CSS3 and JavaScript.
