Let me give you a hint. In recent times and contrary to popular belief, he is usually not white and is not particularly smart either.

I'd suspect it has to do with what they consider a serial killer. If they are just counting the body count, then there are a lot of people included which you wouldn't consider a serial killer, at least in the Hollywood sense.

nothing clever about it. a moron can get away with murder. Murder investigation is a lot tougher than tv makes it out to be, especially when motive is removed.
