If you read the WHOLE article; The "Federal policeman" was an armed security guard hired by Homeland Security.

He was suspended from duty and his government issued badge and gun taken from him when he became the subject of a restraining order. The handgun(s?) used by him in these assaults and killings were privately obtained.
