I'm pretty sure he will actually give the money and not just say he is then not. If he did that in the past, he was just a citizen then, albeit a famous one. Now he is POTUS and everything he does is under a microscope. There were headlines because his wife wore high heels to walk to the plane on its way to Texas. If he fails to follow through with this he will be savaged by the media and his fellow party members and it will make him look very bad, and looking good is his number one priority.
