Have you tried with Plugrush or Popcash (check my sig) ? In Plugrush the average CPM for pop India is 0.16$.

i don´t think that this is a bad CPM for india.
for me it sounds already high when we talk about clean advertising.

if your stats are referring to ad impressions on your page and not to clicks on a target landingpage you can easily calculate that. the average payout in india on a signup is around 0,40 US (already included high payout on male enhancements and stuff like that)

assume a conversion rate of 1:200 over all traffic (desktop, laptop, tablets)
assume a CTR of 1% wich means you get one conversion all 20.000 impressions.
if you get 0,16 US per thousand you got paid already 3,20 US.

We have data the eCPM from the system for each country:
India, Germany, Pakistan etc. This is the average price for traffic and for everyone it can still depend on the traffic itself. To increase your eCPM I recommend divide traffic into filters, pulling more expensive and selling it separately. For example, you can apply the filter to mobile operators through our system and send their separately (eCPM reaches 20$). It is also possible to separate macOS, android, ios etc.
