If you read the EPA guidelines, Trump in so many words is correct.

By Federal law, you can not discharge random water anywhere you see fit. - Forrest fires or not.
If you read the guidelines further, you can not channel your storm drain water into any entity which will impact the ecosystem. So no, you can not drain your swimming pools water into the creek that is in the back yard or dump antifreeze into the nearest storm drain on the street. - It falls under the same EPA guidelines.

I myself couldn't care less if it burns to the ground. That goes for my California property too where my insurance premiums are through the roof.

Let me enlighten you. I pay over $800 in general / basic bare bones home owners insurance on my Thousand Oaks property.
Add a additional $400 for fire insurance - Read the policies fine print. Do not make the mistake to think you're fully covered under sweeping forest fires.

Here in the state of New Jersey there is no law saying you can not harvest rain water.
There will be issues if complaints register that mosquito's are breeding in your stored rain water supply.
Another hurdle is understanding the States definitions of words and phrases pertaining to stored water.

The best documentary I've seen on the issue, it's 3 hours of California water history, the "rights" issue as related to water, the water projects of the past and how the allocation of the water from those projects has been changed over the years, plus a one hour panel discussion.
Watch the first three minutes or so of the first episode before you blindly shoot it down.


I grew up here in the valley, we still own some farmland here I've been watching the water issue my entire life. It's gotten to the point of endangering our food supply if nothing changes soon.
