They need to target the businesses that do this.

Businesses who employ illegal immigrants to should be fined out of the perceived "savings" of hiring illegals.

The only reason for hiring illegals is to lower the wage bills. Because capture, fines and penalties are so lax the saving on the labour bill make it worthwhile.

Fine companies so much the risk isn't worth it and use the fines money to recruit more ICE staff and pay all court costs.
