According to the article, it was the Obama administration that negotiated the deal with the Australians, and it was reluctantly executed under the then new Trump administration.

ie… it was the Trump admin who decided who would go, all that was agreed on was that they would exchange prisoner's

Prisoners from both sides were in limbo, the original deal was to exchange equal numbers some where, some how, it ended up just the two for about 400 ;)
