Initially I'd suspect that, but eventually someone's going to pay and if the Ruski want to land in any airports around the world or travel to or even just fly over any other countries... it might be in their best interests to hand them over. ;) Multiple fuck back options are available.

Now about MH17, I also believe it was shot down by the Ukrainian separatists backed up by Putin. But the responsibility is fully lays on the Ukrainian government, which guided a civilian plane over a war zone and tried to mask it as a military plane (it was escorted by the Ukrainian military jet fighter in a same way as they escort bombers). I believe that doing this "trick" with a civilian plane is a war crime. The "joke" was very successful for the Ukraine, but it was fatal to the civilian people in that plane.
I'm not a Putin's fan and I do not support the civilian war at the Ukraine. But here is a video for those who can't believe that MH17 was intentionally guided by the Ukrainian flight operators right over the rebel positions who had BUK. This is what their bombers do to their own civilian people at their own territory, so course the rebels want to shot them down:

Sure! Just understand its looking at 5-15 years before any resolve is seen, its like a war crimes case, can take decades.
You basically condoned Russia for a military attack on your countries political system so it in no way surprises me you'd be supporting them shooting down commercial airliners.
