one thing about big business fines, where does the money go,?

you never hear, "we have had extra monies into the public kitty this year, we now have enough money to build a new school, hospital .....

also then you hear the fine can take years to be paid and in the mean time they get caught again, and fined again,

banks, government bodies, facebook, charities, in fact all the big companies have at some point been caught and fined, why we never hear of who within the companies is continually doing these things , and if named on some rare occasion, is now working else where and in short time the same things happen?

the last news available was about a fine of $170 million, not billion.

Google isn't a government entity, therefore it has no constitutional requirement to guarantee "free speech".
