Same reason as Reddit and search engines.

Because the apps/sites aren't primarily adult related and the content is user generated.

There's things in place that protect these types of sites, just like why Reddit and X/Twitter don't get shut down if CSAM content is found on it.

It is entirely impossible to enforce content moderation when you have hundreds of millions of daily active users.

It's a big club and we ain't in it...

This. Rules exist for all, unless you are big enough or serious money is involved, then they make exceptions but pretend to be moral still.
