You can get millions of hits with a poll and post names of congress members that are for it or against it and force some in congress to make a move in the direction that will make them look best based on the poll results.

I think ebay made some changes since then where they require more information to register or something.

You can cancel a bid, then email the bidder and ask for details before you allow the bid in again if you think they are just screwing with your auction.
