My local indian casino has a pretty big halloween crowd every year. I am not really one for a costume, but I was think of just wearing one of those arrow-thru-the-head contraptions, would that be considered offensive?

No. I'm sure there are people out there who might say yes, but who cares. Wear it anyway.
