I was wondering whats the best way to get top rank on google?

is it all about how many inbound links I have to my site???

You need to do the best SEO you can and wait for few months.

Hire an SEO company.
Beyond that here are some cookie cutter pointers any seo guru will tell you:
1. Keyword Selection... choose wisely
2. Search Engine & Directory Submission... get your site out there
3. Site Optimization... check out the top seo sites for tips and tricks (meta editing, keyword density, etc)
4. Research and Reporting.. stay on top of your game, I'd recommend google analytics, its free and gets the job done
5. Back Links... get people to link to you
6. Blogging... do some blogging to promote, google loves blogs

This has never been a valid means of ranking a webpage, and it certainly isnt going to become one.

I was under the belief that a website had to be submitted and indexed by the search engine before the search engine could actually recognize and rank it. Don?t get me wrong, most search engines usually will end up finding most websites in due time... but it?s just good practice for newbies to get into the habit of submitting to all of the major players (Yahoo, Google, MSN Live).
Also, submitting to relevant directories does increase rank , just not in the direct way most people believe.

Directories don't help - most search engines, especially Google, will penalize you as they view most as link farms.

good tips above. again for addition. Though inbound links can make a difference in terms of SEO rankings, the complete process or other factors should be implemented.

True. But at one time if you were NOT listed in DMOZ you could not get into google. Then google found out how badly the results in DMOZ were manipulated by the admins and they quit that.

You dont ever have to submit to any of the SE's and they will still get you. They get you faster if you have a link pointing to your site from one that is already listed. It does NOT have to be a top ranking site.

Not really that much anymore. Google knows what those sites are and holds a lot less penalty than they used to. They know that they themselves used to tell you to get listed in the directories.
