this is not true at all. PR is about pages linking to pages and the distribution of the numerical value each page has to pass on to the page its linking to. that's all it is a measure of in terms of the actual PR formula. those pages can be 100,000,000 of the sites own pages linking to the home page and create high PR for the home page. its not about one domain linking to another domain.
facebook currently shows over 400,000,000 pages indexed in google. a year ago this time, they had about 150,000,000.
internal links links count as well. PR9 probably wouldn't be possible without the sheer volume of spam profiles they've created targeting rare first name/last name combination's with the profiles set to "private" such as many similar user profile based sites do
