I need an email script with GEOIP features. Script needs to do the following:

1) Send the contents of a form to 1 email and cc: another email

2) Filter IPs based on location: If the user filling out the form doesn't reside in the GEOIP range I set from the admin panel, the user gets a "Sorry" (I can configure this from the admin panel) notice.
