Please recommend a simple and efficient traffic trade script

I am looking for a free (1-2% skim of course) traffic trade script that can calculate incoming hits from a URL and send it equal number of hits.
Don't care for productivity or conversion, simply want it to emforce 1:1 trades

Any recommendations?
