Using images from FHG, but sending only 1% to content? Is this cheating?
 

So, this is a hypothetical situation.

Let's say there is a TGP that uses thumbs from FHGs, but the TGP only sends 1% of the traffic to the FHGs. And 99% of traffic goes to traders.

So, my question is this - would this be considered content theft?
