1 and 2 is lie, because almost every day there're new programs applying for ccbill and epochstats account and we can spot them only later. we also do complete checkout of each of the systems once per year, though suppose to do it on daily basis to back that statement up (though we check 'upper' segment of their accounts on monthly basis, but it's not the same as checking the whole database)

and 3rd is just impossible from any common sense pov. we really have no tools to get 100% real-time monitoring, just huge effort and dealing with some major webmasters also promoting big number of programs
