yes, he has just had a stroke, so proberbly shouldnt be driving. He hit a policeman with his car before driving off and also refused to stop.
I say well done to the coppers, that man was a menace on the road and needed to be stopped before he killed someone.
I also read somewhere that he is also quite well known to the police.
